Job Summary

As a member of the management team in Human Resource Management, work with Human Resources executive and administrative leadership to implement the human resource strategies for the organization. Primary Human Resource point of contact for assigned university business units. Support assigned business unit or region by promoting, communicating, and implementing workforce strategies and initiatives. Build and maintain instrumental business relationships by being a strategic partner with university management. Maintain and enhance positive culture for Human Resource Management. Provide guidance on employment regulations, coordinate performance management, and resolve employee relations issues. May lead a team of Human Resources Specialists and/or HR Generalists. This job is the most senior of the embedded management series. Incumbents function autonomously and act as a resource to other Human Resource Business Partner Managers.

This position will support the Utah System of Higher Education and my529. The office is located at the Gateway in downtown Salt Lake City.

While this position is intended to work in-office at the Utah System of Higher Education building three days per week, it also has the ability to telework remotely for a portion of each week. An employee hired into this role who telecommutes will be responsible for providing space, telephone, printing, networking and/or internet capabilities at the telecommute location and sign the University of Utah Telecommuting Agreement.

  • Ambassador for University Human Resource Management through their relationships and trust fostered with external customers.
Department Specific Responsibilities:
  • Serves as Bridge administrator for USHE and my529 ensuring training compliance and timely completion.
  • Develops and updates position profiles and job descriptions to meet the customer's needs while maintaining market or industry relevance.
  • Provides benchmarking and market analysis data, market-driven data reports, and compensation counsel to department leadership through collaboration with the UHRM compensation department and salary survey analysis.
  • Provides budget spreadsheets, and salary and benefit projections to USHE and my529 upon request.
  • Participates in, or leads full life-cycle recruitment process as requested by the hiring department.
  • Develops, reviews, or updates USHE and my529 policies, procedures, and guidelines in collaboration with the compliance departments, executive leadership, and USHE or my529 general counsel.
  • Serves as the liaison between USHE and USHE institutions as requested by the USHE Commissioner.
  • Leads USHE-specific shared service initiatives by request of the Commissioner; and upon approval of the CHRO.
  • Administer and maintain my529 tuition reimbursement program; process tuition applications and reimbursement payments.
  • Serves as administrator of USHE and my529's Drivers Training Certification program, Fleet.
  • Prepares general and ad-hoc HR, payroll, and benefits reports for USHE and my529 upon request.
  • Administrator of EEO-1 and EEO-4 reporting for my529
  • Develop, manage, and administer customer-specific onboarding and offboarding internal and external communications and procedures in compliance with UHRM, USHE, and my529 protocol.
  • Completes all special projects or other tasks as assigned by UHRM, USHE, or my529.

Minimum Qualifications
  • Typically requires a bachelor's + 10 years or a master's +8 years of directly related work experience or 2 years as an HR Business Partner Senior Manager. Assumes work equivalency (1 year of higher education can be substituted for 1 year of directly related work experience). SPHR and/or SHRM-SPC certified.
Preferences
  • Master's degree in Human Resources, Business Administration or a related area may be preferred.
  • Higher education experience preferred.
  • Compensation, salary survey market analysis experience is preferred.
  • Professional certification (SPHR and/or SHRM–SCP) is also preferred
