General Definition of Work:
Performs complex protective service and administrative work in directing the full activities of the Police Department; does related work as required.
Work is performed under general supervision. Supervision is exercised over all departmental personnel.
DUTIES AND RESPONSIBILITIES (TYPICAL)
- Plans, programs, directs and evaluates the operation of the Police Department;
- Develops annual budget proposal and controls budgeted expenses;
- Formulates and implements police policy, procedures, rules, regulations and programs;
- Prepares and reviews operational and administrative reports;
- Supervises maintenance of all records and materials associated with law enforcement activities or administration;
- Makes periodic public addresses;
- Meets with the news media for interviews;
- Attends meetings and serves on committees, boards, and agencies related to promoting crime prevention and improving law enforcement;
- Evaluates work of subordinates;
- Acts as deputy coordinator of emergency services;
- Performs related tasks as required.
Knowledge, Skills, and Abilities:
Comprehensive knowledge of laws, rules and court decisions relating to the administration of criminal justice and law enforcement; comprehensive knowledge of scientific methods of crime detection, criminal identification and radio communication; comprehensive knowledge of controlling laws and ordinances; thorough knowledge of the geography of the Town; demonstrated ability to lead and direct the activities of police officers; ability to maintain cooperative relationships with other Town officials and with the general public; ability to evaluate the effectiveness of the police operation and to institute improvements; ability to prepare and review reports; resourcefulness and sound judgment in emergencies; demonstrated integrity.
Education and Experience:
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in the field of police science or related field and extensive experience of a progressively responsible nature in police service, including considerable supervisory experience.
Special Requirements:
Possession of a valid appropriate driver’s license issued by the Commonwealth of Virginia. Must have met or is capable of meeting all training standards as required by the Department of Criminal Justice Services.
