General Summary
It is the responsibility of the Lieutenant to direct, supervise, mentor, develop, and assist both Sergeants and Police Officers in the performance of their responsibilities while ensuring the safety and security of the traveling public and airport partners. The Lieutenant is responsible for the enforcement of airport ordinances, local, state, and federal regulations and is the primary responder to all law enforcement matters at the Indianapolis International Airport. The Lieutenant is considered the Commander of the shift.
Essential Functions
- Perform all of the functions required of a police officer
- Oversees shift personnel in the performance of law enforcement and other service duties
- Provide oversight and direction to direct reports.
- Coach, counsel, mentor and develop direct reports, including oversight of performance reviews and providing career development planning and opportunities.
- Empower direct reports to take responsibility for their job and goals, delegating responsibility and expecting regular feedback and accountability.
- Lead direct reports to regularly exercise the organization’s five (5) Strategic Pillars of Customer Service, Economic Development, Stability & Sustainability, Workforce Development, and Community Engagement.
- Ensures awareness of shift activities by patrolling the airport terminal and perimeter; monitors field
- Promote a positive work environment and support the ideals, and the direction of the Indianapolis Airport Authority and the Indianapolis Airport Police Department.
- Maintain an atmosphere among assigned subordinates conducive to productivity and accountability.
- Ensures awareness of shift activities by patrolling the airport terminal and perimeter; monitors field activities of shift personnel (supervisory and non-supervisory) by reporting to a variety of incident scenes; provides direction and assistance at the scene, as appropriate; may take police action if deemed necessary (investigation, pursuit, apprehension, arrest, evidence protection and collection, any other law enforcement action as needed)
- Oversees the deployment of personnel on shift; meets with sergeant or other shift officers to plan and organize shift activities; reviews crime information sheet, shift reports, field activities, internal and external e-mails, and memorandums to determine and assess daily operational concerns; monitors, coordinates and approves scheduling with sergeant if sergeant available; ensures personnel, equipment and vehicles area available as needed to meet regular and special assignments
- Responds to scenes of major events or incidents (police action shootings, injured officers, injuries as a result of any police action, bomb threats, aircraft disasters, major traffic accidents, etc.) directs activities in accordance with General Orders and Rules and Regulations; calls for additional units as needed; calls for additional units from other law enforcement agencies as needed; coordinates with other departmental units and other agencies/jurisdiction personnel in accordance with NIMS protocol
- Conducts roll call to disseminate information to shift personnel at beginning of shift; assigns personnel to the necessary functions to be performed on the shift; provides explanation and clarification to officers for normal and special duty assignments; ensures officers are prepared for duty prior to leaving roll call
- Provides direction to shift personnel; issues verbal and written commands to advise personnel of actions to be taken; ensures directives are clearly stated and consistent with Departmental policy; ensures that these orders and directives are complete, timely and issued to appropriate personnel and through proper chain of command; uses control and follow-up to verify directions are carried out
- Establishes disciplinary control of shift personnel; develops positive discipline by serving as a role model and ensuring the sergeant maintains atmosphere needed for good performance; issues verbal and written disciplinary actions to subordinates and dispenses suspension days off (up to four days) after proper investigations of the offense(s) are conducted; enforces rules, Departmental policies and regulations in a fair and impartial manner; recognizes misconduct upon occurrence; takes prompt corrective action (counseling, retraining, formal discipline) or reviews actions taken by sergeants under their command in accordance with Departmental policy; documents and maintains records to substantiate disciplinary actions and recommendations; follows-up on action to determine if behavior is corrected; monitors and discusses disciplinary actions taken by sergeants to maintain consistency throughout shift; advises the Chief of Police of disciplinary issues and actions taken for formal approval
- Directs supervisory investigations of variety of special incidents (use of force, injured officers, citizen complaints, vehicle accidents, equipment damage or loss, etc.); coordinates investigations between sergeant, other departmental personnel, and other agency representatives as appropriate; gathers data or oversees gathering of data relating to incident; reviews, establishes, and determines facts of incident; forwards recommendations and results of investigation to the office of the Chief of Police or other appropriate personnel.
- Develops and implements plans to ensure high level of morale and motivation on shift; meets with sergeant to review and discuss morale and motivation issues; provides direction to sergeant in developing support and cooperation among officers; oversees resolution of problems, conflicts, or grievances presented by shift personnel; advises the office of the Chief of Police relating to morale issues, as appropriate
- Evaluates and counsels shift personnel and completes annual evaluations of shift personnel; advises personnel of performance levels and standards set by the Department; observes activities to obtain specific examples of performance; reviews available data to determine productivity levels (tickets, runs taken, arrests, etc.); assesses and documents performance, using formal and less formal methods; provides counseling to subordinates, advising of strengths, weaknesses, importance of proper performance, and methods of improvement; follows-up counseling session to ensure performance is corrected as needed; recommends commendations as warranted by performance
- Coordinates establishment of positive relations between shift personnel and tenants of the airport; meets with airline representatives and other businesses within the airport and the surrounding area to identify concerns and develop community relations efforts; encourages provision of prompt and courteous service and directs development of rapport between officers and tenants, visitors, travelling public, dignitaries etc.
- Prepares reports (special, operational, interdepartmental) relating to activities or incidents in accordance with General Orders; observes and records events; completes or composes reports in accordance with standard business English; checks reports for accuracy and completeness; submits reports to appropriate personnel, maintains daily work slate, updates variety of manuals or documents such as General orders, shift policy, etc.
- Coordinates instruction of personnel on shift; identifies instructional needs and develops training as needed; ensures explanation and clarification is provided to shift personnel on new policies and procedures; provides or oversees provision of remedial instruction as needed to advise personnel of methods and techniques for improving performance; assures that shift personnel attend mandatory training and court appearances; recommends voluntary training programs, as appropriate
- Monitors reports submitted by personnel on shift; checks reports for accuracy, completeness, and compliance with orders; initials reports and ensures submittal to appropriate personnel; discusses reports with sergeant and advises of needed revisions; ensures officer completing report is informed of necessary corrections and methods to follow in the future; oversees record management relating to reporting functions
- Monitors time keeping reports submitted by shift personnel; reviews and approves time sheets and Fair Labor Standard Sheets (FLSA); reviews leave requests with sergeant, checking requests against projected shift needs, maintaining adequate staffing levels; submits request to the Chief of Police for final approval and recording; ensures employee is advised of status request (approved/denied); maintains records to check for and abuse of sick time
- Meets with a variety of other IAA Departments to exchange information, assist in development of operational plans, and coordinate activities; participates in identification of law enforcement concerns and establishment of methods of resolution
- Makes periodic inspection of personnel, facilities, equipment, and supplies to ensure compliance with Departmental needs and policy; advises officer (or other appropriate personnel) of corrective action needed; ensures shift vehicles and equipment are maintained in good working order; documents inspection results and presents to the Chief of Police
- Ensure uniforms and equipment are maintained in accordance with General Orders; ensures that departmental vehicles are maintained in working order and that all equipment associated with the vehicle is operational; maintains weapons in accordance with Departmental policy
- Attends court to present testimony and/or monitor shift personnel participation in proceedings
- Attends training sessions (operation, managerial, supervisory) to obtain information and maintain compliance with Departmental standards; keeps abreast of changes in federal, state and local statutes; maintains active knowledge of court ruling that impact law enforcement and procedures
- Performs other duties as directed
Knowledge, Skill, and Ability Requirements

Physical Requirements
- Operate a police vehicle in emergency and non-emergency situations
- Ability to operate firearms (pistols, shotguns, rifles), single handed individually and together
- Have full physical dexterity and agility needed to affect arrests, the physical ability to handle handcuffs, baton, taser, or other method of less lethal force to subdue resisting individuals, chase fleeing suspects, lift and carry equipment, injured persons, and force entry into buildings
- Operate law enforcement communications equipment such as mobile data terminal and police radio
- Operate office equipment, file, and store information
- The ability to see, hear, talk, and write
- Operate police equipment such as vehicle, cameras, radar gun, firearms etc
- Wear a uniform including a ballistic vest and duty belt with all required equipment
- Climb stairs/ladders, walk, kneel, crawl, sit, stand, stoop, bend, squat, push, pull, jump, run
- Lift up to 100 pounds
- Perform lifesaving procedures (CPR, etc.)

Minimum Requirements
- Must be a U.S. citizen and be at least 21 years old at time of hire
- Shall be a high school graduate or possess a GED certificate
- Graduation from the Indiana Law Enforcement Academy or a reciprocal institution.
- Shall possess a valid Indiana driver’s license (or obtain one within 60 days of becoming an Indiana resident)
- Shall have no felony convictions and have not been convicted of a misdemeanor crime of domestic violence prohibiting the possession and carry of a firearm
- Shall not have been dishonorably discharged from the military
- Uncorrected vision of 20/100 or better and corrected vision of 20/40 or better
- Must reside in Marion County or any of the six adjacent counties
- Perform all of the essential functions of the job outlined above without creating a direct threat to the safety of oneself, subordinates, or others
- Must pass the Security Threat Assessment
Preferred Education, Experience, and Skills
- An Associate Degree and experience that provides the knowledge, skill and ability to perform the duties of this position
Required Education, Experience, and Certifications (Internal Process)
- A minimum of five (5) years continuous service as a sworn member of the Indianapolis Airport Police Department. These requirements may be waived by the Chief of Police
- A minimum of two (2) years’ service as a Sergeant on the Indianapolis Airport Police Department. These requirements may be waived by the Chief of Police
- Must successfully complete the Supervisory course provided by Public Service Leadership Institute (PSLI) or equivalent
- Must attend FEMA’s ICS-300 and ICS-400 course
Required Education, Experience, and Certifications (External Process)
- A minimum of five (5) years continuous service as a Sergeant or above, in a supervisory capacity with a US Federal, State, or Local Tier 1 law enforcement agency immediately before promotion/appointment to Lieutenant. These requirements may be waived by the Chief of Police
- Must successfully complete the Supervisory course provided by Public Service Leadership Institute (PSLI) or equivalent
- Must attend FEMA’s ICS-300 and ICS-400 course
